Often material hoarded is highly flammable, or stacked so fire spreads faster. Hoard can cover electrical cables and fire sources and smoulder for a long time increasing smoke and toxic fumes. It increases the risk of the fire service not being able to find casualties amongst hoard. The weight of excessive hoard increases when wet and can cause floors to cave in.

Risk of trips/falls. Infestations of rats ,mice, fleas, spiders, bed bugs and silver fish. Promotes damp and mould issues through lack of ventilated areas, this can affect your airways and cause bronchial problems. Cleanliness levels fall due to inability to get to some areas. This then becomes an overwhelming amount of work.
Contractors may not be able to complete essential works within the property due to lack of working space, or can refuse to work in properties.
It is the tenant's responsibility to keep their home and its fixtures clean and in good condition and keeping the inside of the property in good repair and sound decorative state for the whole of their occupancy. If this is not complied with, they are in breach of the agreement and can be issued with warning letters, which can escalate to legal intervention and even eviction.
