Anti Social Behaviour

Anti-Social Behaviour, or ASB for short, is any behaviour most people would find unacceptable or otherwise.

It is not criminal behaviour, but could lead to criminal convictions if not stopped or it increases.

There are many types of unsociable behaviour. It can be someone who is unwell, but is becoming a nuisance to their neighbour. It may be someone who is noisy, violent or destructive.

If you make a complaint to us about a case of anti-social behaviour that's affecting you, we'll ask you to complete Nuisance Diary Sheets.

Housing Officer, Sarah Wallis says, "We'll usually ask for about three or four weeks of diary sheets to show the level and persistence of the nuisance."

"Once these have been returned to us, a decision can be made about what further action to take. We will take steps to stop the nuisance. Our aim is to ensure 'quiet enjoyment' for all."

"If the information clearly shows a breach of tenancy, we'll send a letter to the person causing the ASB. You'll then need to let us know if the problem continues."

Local Community Representative, Suki Tate, says, "People who are having trouble with ASB often say to me that they don't want to keep diary sheets, because they feel a bit mean. Especially if the person causing the ASB is old or ill - it's not really their fault."

"But it is important that you do the diary sheets, because they give PHP clear evidence of the problem and will help to get you the right help to sort it out."

"You really shouldn't feel mean or intrusive, you will be helping them, yourself and neighbours."

Organisations all over the country, who deal with ASB have worked together to categorise what anti-social behaviour covers.

This helps with monitoring and reporting cases, and assists in joint working. Things that are included are:

  • Graffiti
  • Dog mess and barking
  • Vandalism
  • Criminal damage
  • Verbal abuse
  • Spitting
  • Intimidating behaviour
  • Threats
  • Littering
  • Untidy gardens
