Meet The Management Team

The Poole Housing Partnership Management Team consists of four dedicated managers, each dealing with their own specialist area within the company

Joe has worked in housing for over 20 years starting as a Housing Trainee for Southwark Council in South East London and managing Neighbourhood Housing Offices in Camberwell, Dulwich and Peckham.

He moved to Slough Borough Council in 1998 where he managed the housing service, and later took over the running of the Slough Direct Labour Organisation with an additional 400+ staff.

He moved to Poole in 2000 as the Head of Housing Management Services and led the development of the Poole ALMO. He is also an external examiner for the housing course of Oxford Brookes University. He has the professional qualification of the Chartered Institute of Housing.

As Chief Executive, Joe has overall responsibility for ensuring we continue to deliver high quality services to our customers, and success for PHP. Overseeing all operations, he must make regular reports and recommendations to both the Board of Directors and the Council.

Through regular meetings and liaison with staff, partners and members, at all levels, he directs the Management Team and the company to ensure that you, our customer, come first in every service you access from PHP.

Like the captain of a ship, it's down to Joe to steer PHP in the right direction. It's his job to lead, organise and direct PHP to meet all of our objectives, thus ensuring continuous improvement, decent homes and excellent housing management services for the people of Poole.


Mike Harrison, Head of Technical Services

Mike came to PHP from Beirut, Lebanon, where he was Director of Facilities Management for the American University. Prior to his 7 years in the Middle East, Mike was Works Services Manager for Serco Defence, looking after 6 bases in Gosport, including HMS Sultan.

An ex-Royal Engineer, Mike married a local girl and settled in this area with their two children. In his spare time Mike enjoys keeping fit, diving sailing and most sports.

The Technical Services Team are responsible for the long-term programming of works required for the housing stock across the Borough of Poole, in order to bring them up to the Decent Homes standard by 2010.

As well as ensuring new kitchens, bathrooms and doors are fitted to homes across the Borough, the team also deal with the maintenance of you home, from annual gas servicing to emergency repairs.

The team includes Property Inspectors, Building Surveyors and Technical Specialists who all bring their own unique knowledge and experience to the operation.


Sue Phillips, Head of IT and Income

Sue has worked for Southampton City and Christchurch Borough Council in Housing and Revenues as well as the National Health Service in HR and for the Civil Service in a Job Centre.  Sue undertook a diploma in Business Studies, followed by an Open University degree in Social Sciences and a professional qualification with the Institute of Revenues Rating and Valuation.

For Poole Housing Partnership, Sue is responsible for:

  • IT
  • Communications and Media
  • Continual Business Improvement including PHP's Complaints policy
  • Performance Management
  • Financial Inclusion

Sue's teams aim to continually improve services in consultation with residents. The work of the financial inclusion team also contributes to the building of sustainable communities.


Carmelina Brown

Carmelina Brown
Head of Housing Management

Carmelina joined PHP December 2007. She has worked in housing for 25 years and is a Fellow of the Chartered Institute of Housing, completing her Masters in Business Administration in 2005. Carmelina has lived in Poole for 30 years and is a keen scuba diver, being an active member of local dive clubs.

Carmelina started her career as a Housing Management Trainee at the Borough of Poole and then worked for a number of local, regional and national housing associations in the South of England undertaking roles from Housing Officer to Group Director. Before joining PHP she spent the previous 2½ years working as an Consultant for HQN in London, Oxfordshire and Hampshire covering senior positions in housing association Group Structures such as Dominion and Circle Anglia.

Carmelina leads the Housing Management Team which consists of the:

  • Housing Officer Team
  • Sheltered Housing Team
  • Supported Housing Team
  • Resident Involvement Officers
  • Estate Services (including caretakers)
  • Hostels
  • Voids and Letting Services

Working with residents, the team delivers high quality management services to all PHP's tenants, building stronger communities in Poole.


Rob Ingleton - Head of Finance Robin Ingleton

Rob began his Local Government career at the London Borough of Hillingdon as a Supernumery. From there, he moved to the London Borough of Camden as Principal Accountant, working in Housing Finance until 1992.

He then joined St Albans City & District Council as their Chief Accountant, leading on Housing Finance. He left St Albans in 2003 to take a specialised post as Project Accountant responsible for Medium-Term Financial Planning.

Prior to joining PHP, Rob was Group Accountant with Portsmouth City Council, managing Health & Social Care Finance.

Rob's main interests outside of work are golf, walking and visiting the gym.

Rob manages:

  • Income Team
  • Leasehold Team
  • Right to Buy Team

 The Finance team's aim is to ensure that the financial position of PHP and the Housing Revenue Account is sound. The Income team are committed to ensuring that all income is collected professionally and in a timely manner. The Leasehold and Right to Buy teams provide first class services to Leaseholders and all residents exercising their right to buy their council property.

Rob's teams support the team of officers at PHP, and the Borough of Poole, to ensure that all of our customers receive excellent quality services that are value for money.
